They're two ways of entering the same IPTV subscription. An M3U URL is a single playlist link you paste into a player. Xtream Codes is a three-part login — Server URL, Username and Password — that lets an app load live TV, movies/series and the EPG separately, which is why apps like TiviMate and IPTV Smarters prefer it.
The trick: an Xtream-issued M3U URL already contains the credentials. A link like http://host:port/get.php?username=USER&password=PASS has everything needed for an Xtream login — this tool just reads them out (and builds the link back the other way).
